WHAT DOES THE RESEARCH & DEVELOPMENT DEPARTMENT DO?
Research & Development represents the activities companies undertake to innovate and introduce new products and services or to improve their existing offerings.

At C3, R&D is an important department since technology is continuously evolving. The department does research to stay informed of the latest updates of the products and services C3 has to offer.
We also research new products on the market to be one step ahead of our competitors.

The R&D department takes a lot of time and resources. Technology does not have a pause button so constantly these is a new product or an update of the current product. And we should always be informed!
The department is able to research and analyze the products manufacturers are creating, as well as the new trends within the industry. This research aids the company in developing and updating the products available to its clients.

WHAT TOOLS OR SYSTEMS ARE USED?
We do mostly online research and inhouse research using products and information sent by our partners and manufacturers. By maintaining a strong relationship with our partners, we are able to collaborate and solve problems together if needed.

THE C3 LOCATOR is Web-Based and mobile application vehicle and personal tracking service. By using your own internet browser, it is possible to follow your employees, vehicles or mobile assets live on a detailed map.

WEB BASED TRACKING

By using your own internet browser it’s possible to follow your employees, vehicles or assets live on a detailed map. The application has a number of reports on vehicle behavior that can assist you in optimizing your business, distribution and eventually save you money. Standard functionalities Tracking, speed visualization, Geo fencing, Print outs, 24/7 Monitoring, tagging, engine status, battery, SOS & event rules.

ALERTS & CUSTOM DEVICE COMMANDS

The alert functions of the application make it possible to set alarms on speed limits, fuel consumption, theft, and entering or leaving user defined areas.

ZONE/ GEOFENCE

You can create a zone (Geofence) on the map. When a vehicle enters or exits the zone, an audible tone will sound and the information of the vehicle on the screen will change color (blue). This way you will know when a vehicle enters or exits a specific zone. This can be used to create restricted zones or to keep track of when vehicles reach their destinations.

MOBILE APP ANDRIOD

You can manage your vehicle fleet from mobile phones and tablets. The dispatch module can also be managed from your mobile devices.

REPORTING

Over 20 reports are included and you can create any kind of report with the reporting framework.
Pull vehicle positions, view positions in real time in Google Earth, import and export POI lists as KML and CVS files.
Other reports included are history tracking (data is saved up to 1 year), idle time, speeding, distance, delivery timing, eco driving and more.

MAPS

The C3 locator service uses a detailed professional map covering Aruba, Curaçao, Bonaire and St. Maarten.

C3 wins International Critical Communications Award 2019

WILLEMSTAD – On Tuesday, June 18^th, C3 (Critical Communication Caribbean) was announced as the winner of the International Critical Communications Award 2019 in the category ‘Outstanding Example of After-Sales Support’. C3 received the prestigious award because of its important work during and after hurricanes Irma and Maria on St. Maarten, for which it was also nominated in the category ‘Best Use of Mission-Critical Communications During a Major Event’. The award was accepted by Bert Schreuders, Managing Director of C3, during a ceremony in Kuala Lumpur, Malaysia. Mr. Schreuders dedicates the prize to C3’s entire St. Maarten team and states “To receive this international recognition for this accomplishment is a tremendous honor. I also want to recognize Rohill, as the supplier of our robust Tetra network to make this possible.”

Why did C3 receive this award?
On September 6^th, 2017, the islands of St. Maarten, St. Eustatius and Saba were devastated by Irma, a category-5 hurricane with winds of 182-mph. Two weeks later, a second category-5 hurricane followed, bearing the name Maria. Essential communication on St. Maarten was hampered by lack of power, back-up batteries that ran out and generators needing to be refueled under difficult circumstances. The devastation and chaos had shocked the community, which made it hard for authorities to maintain safety and order. Three hours after Irma (as soon as the government provided clearance), C3 took action and – after a lot of hard work – successfully re-enabled emergency services to communicate without interruption. This helped the entities to coordinate their actions, deal with urgent situations, maintain law & order in the face of trauma, combat vandalism, and even save lives. According to the judges, C3 has shown “the critical skills and knowledge to deal with major events like category 5 storms”.

ISO-certification C3 confirms quality in critical communication

WILLEMSTAD – On Monday, February 11^th, the Minister of Economic Development, Steven Martina, presented the ISO 9001 certificate to the Director of Critical Communication Caribbean (C3). C3, the supplier of radio communication for police, fire brigade, and ambulance, is now officially ISO 9001:2015 certified. The achievement of this certification means that C3 meets the strict international requirements for quality management. This is important as C3 provides solutions which customers always have to rely on, especially in the event of calamities.

Het Korps Politie Caribisch Nederland (KPCN) heeft een succesvolle pilot afgerond met de “hosted” turnkey solutions van Motorola. Door de inzet van intelligente datacommunicatie heeft het korps sneller een goed beeld van kritieke situaties en hebben ze de mogelijkheid sneller en efficiënter te handelen tijdens deze kritieke momenten. De pilot is uitgevoerd in samenwerking met Motorola Solutions en hun partner in het Caribisch gebied, Critical Communication Caribbean (C3). C3 voorziet onder andere de veiligheidssector in de regio van toegang tot speciaal ontworpen mobiele applicaties die bijdragen aan de publieke veiligheid.

KRALENDIJK, BONAIRE: Het Politiekorps van Caribisch Nederland heeft in samenwerking met Motorola en partner C3 een succesvolle pilot afgerond waarbij gebruik gemaakt wordt van intelligente datacommunicatie. Deze pilot heeft wederom succesvol aangetoond dat snelheid, inzicht en nauwkeurigheid van essentieel belang zijn wanneer het gaat om kritieke communicatie. De gebruikte mobiele applicaties en systemen tijdens de pilot, onder andere het LTE draagbare toestel LEXL10, zorgen ervoor dat het politieteam efficiënter en effectiever kan reageren op en tijdens kritieke situaties.

“We zijn zeven maanden geleden gestart met een testperiode en binnen korte tijd zagen we al de positieve impact van deze samenwerking met C3. Het inzetten van intelligente datacommunicatie in de pilot, zoals bijvoorbeeld mapping, whiteboard communicatie en push-to-talk oplossingen, had direct een positief resultaat op onze veiligheidsmissie en onze doelstellingen als organisatie. Door de samenwerking met C3 & Motorola en het inzetten van deze nieuwe diensten, zijn we voorloper op het gebied van publieke veiligheidsoplossingen en -communicatiemiddelen, zonder dat we daar enige initiële investering voor hoefden te doen op het gebied van nieuwe servers en datacentra. Nu kunnen we op een veilige manier en over de bestaande breedbandnetwerken intelligente data en kritische informatie “real-time” gebruiken, verspreiden en verkrijgen.”, aldus W. Baker, KPCN Saba.

Door de inzet van nieuwe publieke veiligheidsapplicaties en -producten is een effectieve manier gevonden om kritische intelligente data te delen tussen de agenten en officieren in het veld, het personeel in de meldkamer of op het kantoor. Nu werkt het politieteam met verschillende netwerken en apparatuur, die aan elkaar gekoppeld zijn. Dit geeft hun de mogelijkheid om ‘real-time’ samen te werken, te communiceren en informatie te delen via mobiele applicaties en producten. Hierdoor wordt er veel tijd bespaard en kan er sneller een oplossing gevonden of actie ondernomen worden.

Het servicepakket dat in de pilot is ingezet biedt onder andere Een push-to-talk oplossing, waarbij met 1 druk op de knop het korps veilig via het mobiele netwerk met elkaar kunnen communiceren. Met deze applicatie kan ook een connectie gemaakt worden met de portofoons die de politie op dit moment gebruikt. Ook biedt het een Mapping optie. Deze oplossing draagt bij aan efficiënte locatie-gebonden samenwerking. Het team krijgt door mapping een goed beeld van agenten die in de buurt zijn van de betreffende locatie of het -incident bevinden. Daarnaast is het mogelijk om direct via een geo-fence te communiceren met de agenten in het betreffende gebied. Je kan dus contact maken met de agent(en) die bijv. 2km verder op zijn, zonder dat het nodig is te moeten weten wie deze agent is. Met de messaging tool kunnen eerstehulpdiensten op een veilige manier tekstboodschappen en foto’s met individuen of groepen binnen het korps delen via hun smartphone, wat zorgt voor snellere en efficientere communicatie. En daarnaast kunnen agenten via de whiteboarding tool interactief samenwerken door het delen van media en informatie gedurende tactische activiteiten. De whiteboard tool biedt de mogelijkheid om samen te werken aan grafische weergaves. Hierin worden nu bijvoorbeeld responsplannen en situatieschetsen gemaakt die kunnen worden gekoppeld aan een locatie op de landkaart en kunnen worden bijgewerkt op hun mobiele apparaten.

Tijdens de pilot is gebruik gemaakt van de Motorola Solution LEX L10, een speciaal ontworpen toestel voor de publieke veiligheid. Momenteel worden er in totaal 30 toestellen ingezet bij het politiekorps in BES Caribisch Nederland die werkzaam is op Bonaire, St. Eustatius en Saba. De nieuwe apparatuur is geïntegreerd met het bestaande netwerk, zodat bij het gehele korps de samenwerking en onderlinge interactie versterkt en versnelt kon worden.

C3 is continuously seeking in how to innovate the operational process of our clients. With the body worn cameras we made a next step in the process to more safety. By using the body worn camera you can make videos that can be used as an evidence in court.

It is also an additional tool to protect the persons while on the move or on the street and the team can monitored by a video from a distance. With the help of C3 everything will be clear about the settings for the use of the body cam and more.

Keep also in mind that safety standards are a must, because videos and visuals that are produced need to be treated sensitive and need to be classified.

Recording with the Camera
The Body Worn Camera does not save continuously only when you push the button it starts savings what it records. Because of this, people still have their privacy wherever they are until they cross the wrong line. To make sure the full incident is being recorded, the cameras have a feature called pre-recording. Then the camera is continuously filming, but not saving what is being filmed. When you put on the record button, the last 20-50 seconds will be saved as well.

Evidence
The Body Worn Cameras C3 is providing are made with a sort of watermark that makes it impossible to mess with film material. Because of this application, film material can be used as evidence in trials and in court. Though…Whenever a Body Worn Camera does not feature this watermark, film material cannot be used as evidence.

The Panic button explained by C3’s Raychel Mattheeuw

Let us introduce you to Raychel Mattheeuw. Raychel is the Network & Service Manager of C3. He already works 23 years for the C3 and is expert when it comes to Critical Communication Solutions. We interviewed Raychel about the panic button; an important feature of the NEW Motorola MTP 3550

What is a panic button and how does it function?
A panic button is a button with a special function on each radio. The button distinguishes itself from the other buttons on the radio, because of its orange color. The panic button has several functions; when pressing the button, a message is sent to all the radios in the same group. The radio will also start beeping and the screen will turn red and show an emergency sign/notification. The radio of which the panic button was pressed, will communicate with the other radios and the microphones will automatically be enabled. The receivers of the notification can listen to their radios if someone is calling for help.

In which situations would you use the panic button?
The panic button is used in case of emergency. If a security guard is being assaulted for example, he/she can press the panic button. The panic button can be programmed to overrule all other functions, which means that if anyone is talking through the radio, it will interrupt the call and notify the connected radio(s) that there is a problem. The radio can be installed to notify a person, a group of people or control room security officers. If the radio does not have a GPS, the location should be known in advance, so in case the person who pressed the panic button is not able to talk, the ones who get notified will know where to go or where to send help.

What makes the panic button unique?
It’s a life saving function that can be used with other functions as well, like the man-down function. If the radio falls down or there’s a lack of movement for 10-30 seconds or horizontal tilt, the radio will automatically transmit an emergency alert.

What are the main advantages of the panic button?
The panic button is essential for ensuring quality, safety, peace of mind and timely communication at work.

Is the panic button reliable?
Yes, because the radios are connected to our TETRA network, which is secure and reliable as it delivers always available communications. Even when the system is busy, transmission will still take place.

Can you share an experience of a customer with the panic button?
There once was a shooting at Caracasbaaiweg on Curacao and a police man pressed the panic button. Police troops headed immediately to the scene, which was tracked through real-time GPS location.

Do you offer several installation options for the panic button?
The panic button is a standard function in most of our radios. The installation options are tailor-made to suit every clients’ specific needs. For a bus company for example we did a custom installation where the panic button is directly placed on the foot switch.

For the launch of Iridium, C3 invited Roberto Darias, Director of Business Development at Iridium to provide an expert session and live demo of the Push-To-Talk (PTT) solution to the guests.

The addition of Iridium solutions to the portfolio of C3 is the next step in creating ‘communication redundancy,’ especially in cases where all public communication is down or destroyed. The benefits of Iridium are that it offers low latency service, truly global coverage and network redundancy; satellites are always moving and there is availability of 9 in-orbit replacements.

Even though satellite phones have been known for many years, the diversity of services has broadened now, where C3 is mostly focusing on the PTT and data services via satellite. In case of emergency the control room needs to be able to communicate with the patrolling guards and sending them to the place where they are needed the most. They also got to have the ability to address an individual inmate or an entire public zone.
